teachers who accept positions teaching in “high need” fields, as determined by
the State Board of Education; Status: Introduced into the House Education
Committee but not moved forward by the sponsor due to the impact it would have
on the state budget in a very tight fiscal year; however, Rep. Trail hopes
to bring it back in 2009.

(Rep. Roberts,
R-Donnelly)–provides state financial support for school districts impacted by
Congress’ potential unwillingness to reauthorize the Secure Rural
Schools and Community Self-Depreciation Act, better known as Craig-Wyden; these
moneys would mostly go to schools with significant federal forest lands in
their boundaries; Status: Passed the House; currently awaiting a hearing
in the Senate Finance Committee.

(Rep. Patrick, R-Filer)–requires background
checks for student teachers, independent contractors and their employees, and
other individuals who have unsupervised contact with students in a public
school setting; Passed the House; amended in the Senate (to ensure experienced
teachers would not be required to get background checks); awaiting a vote on
the Senate floor.

(Rep. VanderWoude, R-Nampa)–provides a state income tax deduction
of up to $5,000 for Idaho taxpayers who pay
tuition to private/religious schools in Idaho;
Status: Awaiting a hearing in the House Revenue and Taxation Committee.

(Rep. Roberts and

(Rep.s Thayn, R-Emmett; Bradford,
R-Franklin; Nielsen, R-Mt. Home; and Marriott,
R-Blackfoot)–encourages the governor, the State Board of Education, the State
Department of Education, colleges and universities and “other interested
parties” to discuss the issue of concurrent enrollment (high school
students taking college courses) and to propose solutions for consideration
by the 2009 legislative session; Status: Approved by both the House and
Senate; since this is a resolution it does not require action by the governor.

(Rep. Henbest, D-Boise)–encourages the State Department of
Education to adopt nutritional values for food and drinks sold in vending
machines located in Idaho’s public schools; Status: Passed the House;
held in the Senate Education Committee.
*SB 1361
(sponsored by Sen. Goedde, R-Coeur
d’Alene)–enhances the penalty for speeding in school zones and clarifies when
school zone speed limits are in effect; Status: Passed the Senate; waiting a
hearing in the House Transportation Committee.
*SB 1404
(Sen.s Schroeder, R-Moscow; Gannon, R-Buhl; Andreason, R-Boise; Corder, R-Mt.
Home; Coiner, R-Twin Falls; and Rep.s Trail,
R-Moscow; Snodgrass, R-Meridian; and Durst, D-Boise)–allows school districts to
offer pre-Kindergarten programs if the majority of voters approve an increase
in property taxes to pay for it; Status: Passed the Senate
Education Committee; waiting a vote on the Senate floor.
*SB 1406 (Sen. Burkett, D-Boise)–establishes the Idaho
Early Childhood Development and Education Act, providing funding for ten pilot
pre-K programs over four years; Status: Sen. Burkett, explaining that the
state’s budget could likely not cover the costs this year, asked that the bill
be held in committee.
*SB 1412
(Sen.s Werk, D-Boise; McKenzie,
R-Nampa; Bastian, R-Eagle; and Rep.s Eskridge, R-Dover; and

(Sen. Goedde)–allows the State Department of Education to
withhold funds from school districts that fail to submit copies of their annual
audits in a timely fashion; Status: Passed both the Senate and the House
and is awaiting consideration by the Governor.

(Sen.s Werk; Broadsword, R-Sagle;
and Rep. Henbest, D-Boise)–allows for the
self-administration and possession of an epinephrine auto-injector by K-12
students; Status: Passed the Senate and is awaiting a vote on the House floor.

(Sen. Keough, R-Sandpoint)–calls for a study of Idaho’s K-12
public school funding formula; Status: After this bill was introduced it
was assigned to the Senate State Affairs Committee, where it still sits; it is
doubtful it will receive a hearing this session.
